Victor Frankenstein wouldn't exactly make much sense paired up against the chupacabra, for instance. It also seems like the very English, very white cast of Penny Dreadful wouldn't work as well in City of Angels with its focus on Mexican folklore. As always in the world of Penny Dreadful there are no heroes or villains in this world, only protagonists and antagonists complicated and conflicted characters living on the fulcrum of moral choice. There are only powerful questions and arresting moral challenges. In 1938, Los Angeles was facing some hard questions about its future and its soul. We will now be grappling with specific historical and real world political, religious, social and racial issues. Penny Dreadful: City of Angels will have a social consciousness and historical awareness that we chose not to explore in the Penny Dreadful London storyline. Logan explained that City of Angels will have some tonal similarities to Penny Dreadful, but a different set of ambitions: Logan will serve a similar role in City of Angels. City of Angels comes from Penny Dreadful's creator, writer and executive producer John Logan.
